SNAP Benefits 2026: How to Appeal a Cutoff and Get Emergency Food Help

Americans could face changes to their SNAP benefits after new federal rules expanded work requirements and shifted more program costs to the states.

About 5.2 million fewer people received SNAP in June 2026 than in July 2025, based on an analysis of USDA data cited in recent reports.
 

Who is affected?

The expanded SNAP work rules generally apply to nondisabled adults ages 18 through 64 who do not qualify for an exemption.

Parents and caregivers may also be affected when their youngest dependent is 14 or older. The previous exemption for parents of younger children no longer applies as broadly.

People covered by the rule generally must complete at least 80 hours per month of:

  • Paid employment.

  • Approved job training.

  • Qualifying volunteer or workfare activity.

  • A combination of approved activities.

People who do not meet the requirement or qualify for an exemption may generally receive SNAP for only three months within a 36-month period. 

Applying for jobs alone may not satisfy the rule. Ask your state SNAP office which activities qualify and how to document your hours.
 

Who may be exempt?

Possible exemptions include:

  • Pregnancy.

  • A physical or mental condition that prevents employment.

  • Caring for a child younger than 14.

  • Other exemptions recognized under federal or state rules.

If a health condition affects your ability to work, report it to your SNAP agency and ask what medical documentation is required. Benefits may be affected if the agency does not have the information needed to evaluate an exemption.
 

What to do if your SNAP benefits are reduced

If you receive a notice that your food assistance will be reduced or stopped:

  1. Read the explanation and deadline.

  2. Check whether the issue involves income, renewal paperwork, missing documents or work hours.

  3. Ask whether you qualify for an exemption.

  4. Confirm which work, training or volunteer activities count.

  5. Request a fair hearing if you disagree with the decision.

  6. Keep copies of every notice and document you submit.

Your state or local agency manages your SNAP case, not the USDA directly. Use the USDA’s official SNAP state directory to find the correct office.
 

States take on higher administrative costs

Beginning October 1, 2026, states must cover 75% of SNAP administrative costs, compared with 50% previously.

This change affects how SNAP is administered and funded. It does not automatically reduce the amount deposited on an individual’s EBT card, although states may face additional budget and administrative pressure.
 

Can you get SNAP again?

If your benefits have already ended, contact your state SNAP agency and ask how to reapply.

You may regain eligibility by:

  • Meeting the 80-hour monthly activity requirement.

  • Providing proof of an exemption.

  • Submitting missing paperwork.

  • Completing a new application.

  • Meeting income and household requirements.

The state agency will review your circumstances and decide whether you qualify.
 

Emergency food assistance

If you need food immediately, ask whether you qualify for expedited SNAP processing. Eligible households may receive benefits within seven days of applying.

  • Hours: Monday through Friday, 8 a.m. to 8 p.m. Eastern time.

The hotline can help you find nearby food banks, meal programs and other emergency resources.
 

Bottom line

The updated SNAP rules affect more adults and some parents of teenagers. If you are between 18 and 64, check whether you must complete 80 hours of work, training or approved volunteer activity each month.

If your benefits are reduced or stopped, review the notice, ask about exemptions and appeal promptly if you believe the decision is wrong. Your state’s official SNAP office handles applications, renewals and appeals.
